4G has been in the states for quite a while now and has become so ingrained into the industry that the lack of it inside the new Nexus 4 has some people mighty upset and have even given up on buying the device. In Europe however, things are a little different and 4G LTE is only available in a small number of countries and has only just launched in the UK. When the Nexus 4 was put up on the Play Store yesterday, its tech specs stated that is HSPA+ 21 compatible, which would have been understandable.
